You can limit the speed by IP in Mikrotik, both for individual addresses and for the whole network. If, for example, you need to limit the speed of the entire network, but make your own exceptions for some addresses, then such rules should be in the list above the main limiting one. Only then will they have priority.
For example, we limit the speed of the entire network to 50 Mbit, and for the Director computer, we set the speed to 100 Mbit. For loading and uploading, you can set different speeds.
