This means that you are not the owner of the file and before you can get the rights to the operation, you need to become it. We go to the file properties and follow the steps indicated in the screenshot.
Next, click OK everywhere until we have only one file properties window. Now you can get permission to operate on the file We follow the steps indicated in the screenshot.
Again, click OK everywhere until all windows are closed and try to replace / delete the file.
If the file we need is already running by the system or it is a dll library, which & nbsp; is loaded immediately at system startup, then no rights will allow replacing or deleting such a file.
But it can be renamed. After renaming, nothing can be done with it either, but after a reboot, the system will no longer be able to find it with a new name and load it, and you can do anything with it.
That is, if a file needs to be deleted, rename it, restart the computer, delete it (but it is better to leave it just in case, now it will not be able to interfere with anything).
If you need to replace it, rename it, copy your file with the correct name and after restarting the system will load it exactly.
